  Through an analysis of Ghana’s political and administrative structure, which established the basis of urban planning practice, this paper shows how urban planning has failed to create liveable and functional cities in Ghana. Ghana was a country of immigration in the early years after its independence, attracting labor migrants largely from Nigeria and other neighboring countries to mine minerals and harvest cocoa – immigrants composed about 12% of Ghana’s population in The National Urban Profile focuses on the findings of a desk-study, interviews with key actors and a town consultation with key urban actors and institutions.
